This competitive Solicitation is open to California-based public entities (e.g. public agencies, municipalities, counties, special districts), or California-based non-profit organizations with experience in administering large scale air pollution control projects. Specific requirements for the Grantee are described in this Solicitation and Sample Grant Agreement. Applicants that wish to apply to be the Program’s third-party administrator and are selected as the Grantee will not be eligible to be a technical grantee for any project selected for funding under the FY 2021-2022 technical solicitation. To be considered for the grant award, applicants must fully complete the Application. CARB may request clarification regarding application responses during the application review process. Applicants are only eligible to submit one application as the primary applicant under this solicitation. If more than one application is received, the application that was received last will be considered. All applicants that are nonprofit organizations are considered conducting intrastate business in California, and are, therefore, required to be registered and in good standing with the California Secretary of State prior to submitting an application in response to this Solicitation. Additional information can be found on the Secretary of State website at www.sos.ca.gov. Up to 10% of the available funds for FY 2021-2022 Advanced Technology Demonstration and Pilot Projects can be used for the Third Party Administrator ($40 million). Match funding is not required to be eligible. The applicant selected for funding will be notified with a public announcement made only after the grant agreement has been executed.
