This NOFO combats China’s efforts to acquire U.S.-origin advanced technologies and control critical supply-chain nodes that enable proliferation-relevant capabilities. LOE 1 strengthens GCC governments' ability to implement U.S. AI license conditions, detect and prevent diversion of U.S.-origin advanced technologies, and counter Chinese exploitation of regional transshipment hubs.
