Farmworkers Advancement Program (FAP) Technical Assistance (TA) and Developmental Evaluation (DE) Solicitation for Proposals (SFP) for Program Year 2023-24 (PY 23-24)

The Employment Development Department (EDD), on behalf of the California Labor and Workforce Development Agency (LWDA), announces the availability of up to $1 million from the Workforce Innovation and Opportunity Act (WIOA) Governor’s Discretionary Fund for the Farmworkers Advancement Program (FAP) Technical Assistance (TA) and Developmental Evaluation (DE) for Program Year 2023-24 (PY 23-24) Solicitation for Proposals (SFP) grant. The FAP TA DE PY 23-24 awardee will assist the FAP PY 23-24 program awardees with the continued development and refinement of projects that focus exclusively on farmworker needs at a regional level by offering essential skills and upskilling training to either advance in the agricultural industry and/or prepare for advancement outside of the agricultural sector. The FAP PY 23-24 program and FAP TA DE PY 23-24 grants will support workforce development equity projects that drive success, innovation, and systems change that positions farmworkers to obtain access to good-quality jobs, including jobs that pay family-sustaining wages, offer benefits, have predictable hours, opportunities for career advancement, and worker voice . The FAP TA DE provider will support projects on wrap-around support and resources, build skills to prevent job loss, lay the foundation for upward mobility, and foster learning for continuous improvement, successful outcomes, and deep imp The FAP TA DE PY 23-24 grant aims to enhance the effectiveness and sustainability of FAP projects. The initiative seeks to fund an organization with expertise in assessing program and operational capacity, facilitating Communities of Practice (CoPs), conducting a developmental evaluation for continuous learning and improvement, and addressing the needs of disadvantaged workers impacted by agricultural industry shifts for future policy and program planning. Applicants for the FAP TA DE must be organizations with the capacity, relationships, and expertise to deliver DE to grantees across the state. Proposals will be accepted from Community Colleges, Adult Education Providers, Education and Training Providers, County social service agencies, Community-based organizations (CBOs), Business-related non-profit organizations, Labor organizations, and Workforce Intermediaries.
