Community Resilience Centers Round 1 PROJECT DEVELOPMENT Grant (FY 22-23)

CRC Project Development Grants are intended to bridge support for communities developing shovel-ready projects. Project Development Grants will fund pre-development and basic infrastructure activities that advance community-serving facilities’ capability to serve as a future Community Resilience Center and prepare grantees for future CRC rounds of funding and other related funding opportunities. Project Development Grants will prioritize applicants from Disadvantaged Unincorporated Communities, Tribal Communities, and Rural Communities. CRC Planning Grants and Implementation Grants support planning and implementation activities to prepare for future implementation funding opportunities (see separate Grants Portal entries). Eligible Project Development activities include: -General pre-development phase activities Pre-development, construction, and development of long-term operations and maintenance plans -Basic infrastructure pre-development, construction, and planning for infrastructure to develop, protect, and access evacuation routes to and from CRC sites. -Local project planning activities that prepare community-prioritized project sites for development and future activation as CRCs -Support costs to build and sustain local capacity of Project leads and Partners Designing or enhancing community engagement that results in innovative and meaningful programs and practices built upon the input and expertise of local public agency staff, community-based organizations, workforce development boards, and overburdened individuals and groups Each CRC Grant application must include a Collaborative Stakeholder Structure (CSS) that includes organizations and residents involved in developing and implementing the grant. One Lead Applicant will submit an application on behalf of their CSS, alongside Co-Applicants. The CSS should also include residents and community-nominated members such as CBOs that are not Co-Applicants. If you anticipate needing Application Technical Assistance (TA) to apply for the CRC Planning Grant, Project Development Grant, or Implementation Grant please submit the CRC Application TA Request Form by 11:59:59 p.m. PST on Friday, June 23, 2023. Submissions received past June 23, 2023, will only receive TA if resources remain to support additional applicants. Completion of the CRC Application TA Request Form does not guarantee application TA; please note that TA resources are limited and will be awarded on a competitive basis. CRC program staff will prioritize applicants from priority communities for application TA. For further detail on priority communities, please reference Section 2.3 “Priority Communities” in the CRC Round 1 Final Guidelines. To demonstrate interest in applying for a CRC Planning Grant, Project Development Grant, or Implementation Grant, all prospective applicants are strongly encouraged to submit an Intent to Apply Survey as early as possible.
