The U.S. Department of State Bureau of Counterterrorism (CT) announces a funding opportunity to establish a Western Hemisphere Counterterrorism Legal and Financial Disruption Program. The program will strengthen recipients’ ability to hold Foreign Terrorist Organizations (FTOs) accountable by improving legal frameworks and disrupting their financial networks. This initiative supports the 2025 National Security Strategy and the Department’s Agency Strategic Plan by deepening regional partnerships to enhance security, counter transnational threats, and protect U.S. interests in the Western Hemisphere. The program will deliver structured legal and financial-disruption training for investigators, prosecutors, and judges across Latin America and the Caribbean. It will focus on investigating, prosecuting, and adjudicating terrorism cases and dismantling FTO networks, including their links to terrorist financing and transnational criminal organizations. The program will also improve information sharing with U.S. counterparts. Applicants must coordinate and deconflict with existing regional training activities, including the International Law Enforcement Academy (ILEA), and should identify other relevant initiatives. The program will emphasize practical skills, multi-agency coordination, and targeted assistance that advance U.S. national security throughout the Western Hemisphere. While the primary focus will be on newly designated FTOs in Latin America and the Caribbean, the program will also support implementation of National Security Presidential Memorandum-2 (NSPM-2) by helping partner countries address threats from Iranian proxies.
