The California Air Resources Board (CARB or the Board) is soliciting a Grantee for the implementation of the Clean Off-Road Equipment Voucher Incentive Project (CORE) with any appropriated and allocated funds from Fiscal Year (FY) 2025-26 with an option to renew the Grant Agreement for the following two FYs of potential funding (FY 2026-27 and FY 2027-28).CORE is intended to accelerate the deployment rate of zero-emission technology in the off-road sector. CORE provides vouchers to California purchasers and lessees of CORE-eligible equipment on a first-come, first-served basis. In addition, CORE offers increased incentives for equipment that will be domiciled in disadvantaged communities. CORE’s goal is that at least 50 percent of CORE supported equipment is domiciled in disadvantaged communities. CORE encourages the development, deployment, and commercialization of advanced off-road equipment technology. These technologies are critical to help California meet its near- and long-term air-quality and climate-change goals. Additionally, CORE benefits the citizens of California by providing immediate air-pollution and greenhouse-gas emission reductions. Appropriated and allocated CORE funds will be administered and implemented through a partnership between CARB and a Grantee selected via this competitive solicitation. Eligible applicants wishing to apply for the role of CORE administrator must submit an application via email to CARB no later than 4:00 PM Pacific, May 12, 2026.
