The U.S. Department of State’s Bureau of Counterterrorism (CT) announces a competitive funding opportunity to strengthen early-warning, threat detection, and response capabilities in Cabo Delgado, Mozambique, to directly protect U.S. economic interests. By enhancing information sharing and threat detection near U.S. economic interests, this program will reduce risks to American companies and investments, enabling U.S. businesses to operate with greater confidence in a safer and more stable environment that advances American commercial interests and supports U.S. reindustrialization efforts. This two-year initiative will focus on developing effective channels for information exchange between the Police of the Republic of Mozambique (PRM) and local communities in Cabo Delgado and on strengthening PRM’s ability to respond to threats that could disrupt U.S. commercial operations or endanger American personnel. The program aims to enable law enforcement to identify, assess, and respond to potential threats before they materialize, thereby preventing attacks and disruptions to critical U.S. economic activities and protecting American investments in Mozambique's natural resource sector. Specialized training will be provided to PRM units on how to collect and assess actionable intelligence, plan and execute appropriate responses, and engage and collaborate with local communities to build trust and encourage timely reporting of suspicious activities that could threaten U.S. interests. By improving early warning systems, strengthening community law enforcement partnerships, and enhancing response capabilities, this initiative seeks to prevent threats before they impact U.S. interests and to foster greater confidence among U.S. companies operating in Cabo Delgado.
