Under this NOFA, CDBG funds are provided as grants to Non-Entitlement Units of Local Government for project applications for CDBG eligible activities that were waitlisted under the 2019-2020 Over-the-Counter waitlist. All CDBG activities must meet one of the following National Objectives: -Benefit low- and moderate-income persons -Aid in the prevention or elimination of slums and blight -Meet certain urgent community needs The objectives of the CDBG program are to develop viable communities by the provision of decent affordable housing, a suitable living environment, and to expand economic opportunities, principally for the benefit of Low- and Moderate-Income (LMI) persons, families, households, and neighborhoods. Applicants must meet the following requirements when the application is submitted to be eligible to apply for funding under this NOFA: An eligible Applicant may apply on its own behalf An eligible Applicant may apply on behalf of one or more other eligible Applicants Two or more eligible Applicants, which share a program, may submit a joint application An eligible Applicant may apply on behalf of an eligible subrepient including a non-federally recognized Tribe or nonprofit. In addition to Activity and application limits identified in the NOFA, an eligible Applicant may apply for activities in service areas within or outside of the Applicant's Jurisdiction when the Applicant is applying for funds set aside by the California State Legislative for non- federally recognized Tribes (HSC §50831) and/or Colonias Awards will be limited to the amount previously applied for under the 2019-2020 NOFA.
