Coastal Watershed Flood Risk Reduction

This Program will implement flood risk reduction projects with fish and wildlife habitat enhancements in coastal watersheds (excluding the legal Delta). Priority points will be given to projects in Federal Emergency Management Agency Coastal zones, but eligible projects also include those in upper coastal watersheds on rivers. Eligible funding recipients include any California public agency, nonprofit organization, or Tribe. Projects must include a capital asset acquisition or construction component that must not yet be under construction or acquisition to be eligible. Design, environmental documentation, and studies may be incorporated into the project scope, but cannot be funded as stand-alone projects. Any acquisitions must be from willing sellers to be eligible for reimbursement. Special consideration will be given to economically distressed or disadvantaged communities when scoring applicants. Local cost share maximum is 50%, however multiple mechanisms to reduce local cost share are detailed in the guidelines. Local cost share may be reduced to 0% if at least 75% by population or geographic area of an economically distressed / disadvantaged community is benefitted from the project. A concept proposal is prerequisite to submitting a full proposal.
